A fast start should mean a prepared start, not problems saved for payment day.
September turns the volume back up. Projects mobilise, programmes tighten and several subcontractors can arrive at once.
The pressure is to get people on site. But when speed replaces a proper start process, the problems usually return on payment day with missing details, incorrect CIS treatment, unclear terms or checks nobody can evidence.
The answer is not more paperwork. It is one clear decision before work begins, is this subcontractor genuinely ready to start?
CIS Verification Is Only One Check
Before paying a new subcontractor, you may need to verify them with HMRC. This confirms whether they are registered and which deduction rate to apply. It does not automatically prove that they are self-employed.
Employment status depends on the real working arrangement such as who directs the work, whether substitution is genuine, who carries financial risk and what the subcontractor is being engaged to deliver. Sovereign Plus not only verifies each subcontractor for CIS Status, we also assess their employment status using the government Check Employment Status for Tax (CEST) tool.
That matters when somebody moves between projects. The name may be familiar, but the terms, supervision or scope may have changed. Last project’s decision should not automatically become this project’s decision.
Right-to-Work Checks
Employers must complete the appropriate right-to-work checks for their employees. The position is different when somebody is genuinely self-employed and is not your employee. However, Home Office guidance strongly encourages businesses to make sure contractors carry out appropriate checks on the people they employ, engage or supply, including substitutes.
For construction businesses, the practical issue is ownership. Before somebody arrives on site, you should know who is responsible for the check, whether it has been completed and what evidence is available.
If the answer requires an email chase after the worker has arrived, the process is not ready.
Payment Accuracy Starts at Onboarding
Many payment problems begin as onboarding problems. A trading name does not match HMRC’s record. A company number is missing. Bank details arrive through an unverified message. The agreed rate, scope or treatment of materials is unclear. Each issue can delay verification, create a deduction query or force the payroll team to stop a payment at the last minute.
A strong pre-start process captures the correct legal and trading details, the information needed for CIS verification, securely confirmed bank details and a clear payment basis. It also gives every exception a named owner.
Without that ownership, a small gap quickly becomes somebody else’s urgent problem. At Sovereign Plus, our onboarding process is designed to capture and verify the information needed before a subcontractor reaches payment stage — helping identify missing details early and reducing last-minute payroll queries.
Use Four Green Lights
Good onboarding is not measured by the number of forms collected. It is measured by whether the business can give four confident answers:
- Identity & checks
Do we know who the subcontractor is and have the appropriate checks been completed? - CIS & tax status
Have their details been verified and the correct CIS treatment recorded? - Contract & working arrangement
Does the contract reflect how they will actually be working? - Payment details
Are rates, bank details, materials and supporting information confirmed?
If one light is red, the business should know what is missing and who must resolve it. That is far quicker than discovering the problem when the subcontractor is already expecting payment.
Test the Process This September
Choose the next subcontractor due to start and follow their journey from instruction to first payment.Where does information wait? Which check is assumed rather than evidenced? Who can stop the start if something important is missing?
A single workflow, one visible status and a named owner for exceptions make onboarding faster for the site team, the office and the subcontractor. They also reduce payment queries, corrections and avoidable compliance risk.
Getting people on site quickly and getting onboarding right are not competing goals. Make sure you have all four green lights before the first timesheet to avoid risk and wasted time later.
